What This Requirement Covers
Accessible toilet facilities requirements in the National Construction Code (NCC)/Building Code of Australia ensure people with disability, ambulant impairment, carers and parents with young children can use sanitary facilities safely, independently or with assistance in public and many commercial buildings. These provisions set minimum numbers, layouts, fittings, circulation spaces, door clearances, signage and equipment (including unisex accessible compartments, ambulant compartments and accessible adult change facilities) so facilities are usable by wheelchair users, people using mobility aids and attendant carers.
The rules apply to buildings required to be accessible under the NCC (for example Class 1b, Class 2 to Class 9 and certain Class 10a buildings). They draw on mandatory NCC Volume One provisions (Part F4, Specification S27 for adult change facilities) and referenced Australian Standards (notably AS 1428.1 and AS 1428.2) to define dimensions, fixture heights and fittings. State and territory schedules to the NCC may modify or add requirements, so designers and builders must check local schedules when preparing documentation for approval.
Key Requirements
- General scope and application
- Accessible sanitary facilities are required in buildings that must be accessible under the NCC; provisions are in NCC Volume One, Part F4 (F4D5 to F4D11) and related specifications such as Specification 27 (S27C1-S27C9) for accessible adult change facilities. Specific plumbing-related controls follow NCC Volume Three, E1D2.
- Minimum types and numbers
- At least one unisex accessible sanitary compartment must be provided in accessible parts of the building and sited with other toilets (see F4D5(a), F4D9). The accessible unisex compartment must contain a closet pan, washbasin, shelf or bench top and sanitary product disposal as required by F4D5(d).
- Where a bank of toilets has one or more standard toilets in addition to the accessible compartment, not less than one ambulant sanitary compartment for males and one ambulant sanitary compartment for females must be provided in accordance with F4D5(c) and AS 1428.1.
- Dimensions and circulation spaces
- Circulation spaces, fixtures and fittings for all accessible sanitary facilities must comply with AS 1428.1 and the provisions of F4D5(e). Key dimensions from the NCC and AS 1428.1 include:
- Turning space for wheelchairs: a full circle of 1125 mm radius (shown in S27C2 figures and referenced in Specification 27 for adult change facilities).
- Clear side space beside pan: 900 mm each side measured from each edge of the pan (Specification 27 Figures S27C2a-c).
- Door clearances and entry: accessible compartments must be enterable without crossing an area reserved for one sex only (F4D5(f)) and doors typically are required to provide clear opening widths as specified in AS 1428.1 / AS 1428.2 (refer to clause 11 of AS 1428.2 for doorways and doors where referenced in the NCC).
- Fixtures, fittings and finishes
- Washbasins, taps and operational controls must comply with AS 1428.1 (2009) for most buildings and with AS 1428.1 (2001) and AS 1428.2 for passenger use areas of Class 9b and Class 10 public transport buildings as required by NCC Volume Three, E1D2.
- Grabrails, handrails and other fittings must comply with AS 1428.2 clauses referenced in NCC (see I2D4 for guidance and F4D5(e)).
- Surfaces in accessible adult change facilities must achieve slip resistance of at least R10 or P3 when tested to AS 4586 (S27C2(3)).
- Accessible adult change facilities (where required)
- Where an accessible adult change facility is required by the NCC (for example based on design occupancy or specific building uses), it must be constructed in accordance with Specification 27 (S27C1-S27C11). Key requirements include:
- A dedicated room containing a hoist complying with S27C3, a change table (S27C7), toilet pan, washbasin, grabrails and other fixtures (S27C2(2)(a)-(f)).
- Circulation spaces per Figures S27C2a-c including turning circle and 900 mm side clearances.
- Automated sliding entrance door and signage (S27C2(2)(g)-(j), S27C10).
- The adult change facility must not be combined with another sanitary compartment and must contain all required equipment within the same room (S27C2(1)(a)-(b)).
- Location and distribution
- Accessible unisex sanitary compartments must be located in the same area as other toilets (I2D9 / F4D5(f)). If male and female toilets are provided at separate locations, an accessible unisex facility is required at only one location (F4D5(h)).

Residential vs Commercial
- Residential (Class 1 and Class 10)
- Private dwellings (Class 1a) and many Class 10 structures are generally outside the scope of the NCC accessible sanitary facility provisions that apply to public or shared-use buildings; however, Class 1b boarding houses and Class 1 parts of multi-dwelling developments that are required to be accessible under the NCC may trigger the need to provide accessible sanitary facilities consistent with F4 provisions. For standalone houses, accessible restroom features are not governed by Part F4 unless the building is required to be accessible by other NCC provisions.
- Commercial and public buildings (Class 2 to Class 9, and Class 1b)
- The full Part F4 requirements apply to Class 2-9 buildings and where a building is required to be accessible. This includes the requirement for at least one unisex accessible sanitary compartment, ambulant compartments where applicable, and accessible adult change facilities where triggered by occupancy and use (see F4D5, S27C1).
Exceptions and Exemptions
- Small occupancies: Sanitary facilities need not be provided for patrons if the total number of persons accommodated is 20 or fewer (Table notes to Part F4).
- Storeys not required to be accessible: An accessible unisex sanitary compartment or shower need not be provided on a storey or level that is not required by D4D4(f) to have an accessible lift or ramp complying with AS 1428.1 (F4D5(i)).
- Location exception between separate male/female locations: If male sanitary facilities are provided at a separate location to female facilities, an accessible unisex facility is only required at one of those locations (F4D5(h)).
- Adult change facilities: these are required only where specified (for certain public transport, health care or other high-need situations) and must follow Specification 27; they must not be combined with other compartments (see S27C2(2) and S27C1-S27C3).
State and Territory Variations
- NCC schedules: Each state and territory may include modifications in their NCC schedule (Schedules 4-12 in NCC Volume One). For example, Queensland, Victoria, Tasmania and others have named schedule entries that can alter provision thresholds or add requirements (the NCC text includes references such as TAS F4D13 or VIC F4D13 where jurisdictional notes apply). Always verify the applicable schedule in NCC Volume One for the project jurisdiction.

- Queensland Schedule 7 and other state schedules may add or vary accessible facility requirements.
- Victorian and Tasmanian schedule entries (e.g., VIC F4D13, TAS F4D13) are referenced in the NCC and may modify adult change facility triggers or other detail.
Practical Compliance Tips
- Read the correct clauses first: consult NCC Volume One Part F4 and Specification 27 for adult change facilities, and cross-check NCC Volume Three, E1D2 for plumbing control requirements before design begins.
- Use the correct Australian Standards: design layouts, doorways, handrails, grabrails and fixtures to AS 1428.1 and AS 1428.2 dimensions and details. Ensure tap and control selections meet the AS 1428.1 edition specified by the NCC Volume Three provision for your building type.
- Dimension checklists: explicitly verify the 1125 mm turning circle, 900 mm side clearances beside pans, required clear door widths and required circulation spaces shown in Figures S27C2a-c during plan reviews and on construction drawings.
- Signage and location: place accessible/unisex facilities in the same location as other toilets and ensure entry does not cross areas reserved for one sex only (F4D5(f)). Provide compliant signage as specified in Specification 27 (S27C10).
- Surface finishes: in adult change facilities and accessible areas specify slip-resistant flooring of at least R10 or P3 per AS 4586 and ensure drainage and fall details are documented.
- Avoid combining functions: do not combine an accessible adult change facility with another sanitary compartment; the adult change facility must contain all required equipment in the same room (S27C2(1)(a)-(b)).
- Check state schedules early: review the relevant state or territory schedule in NCC Volume One at the start of a project to capture any local amendments (e.g., VIC, TAS, QLD variations) and confirm any altered triggers for adult change facilities or differing thresholds.
