What This Requirement Covers
Approved Document J covers the installation of oil-fired heating appliances, and the Building Regulations also address oil storage. Oil heating is common in rural areas of the UK where mains gas is not available. Installation must comply with Approved Document J and the relevant British Standards, and should be carried out by an OFTEC (Oil Firing Technical Association) registered technician.
Key Requirements
Oil Boiler Installation
- Oil boilers must be condensing boilers with a minimum seasonal efficiency of 93% ErP
- The flue must terminate outside the building with clearances as specified in Approved Document J, Diagram 35:
- A permanent air supply is required for open-flue boilers
- Room-sealed (balanced flue) boilers do not require a room air supply
Oil Storage
Oil storage tanks must comply with the Oil Storage Regulations 2001 and Approved Document J
- Minimum distances from the building: 1800 mm for plastic tanks, 760 mm for steel tanks (from any part of a building)
- Fire protection: If the tank cannot meet the minimum separation distances, a fire-resisting wall or screen achieving 30 minutes fire resistance must be provided between the tank and the building
- Secondary containment (bund): Required for all oil storage installations over 2500 litres (domestic) or 200 litres (commercial), or where within 10 metres of a watercourse
- The bund must have a capacity of at least 110% of the tank capacity
- The base of the bund must be impervious to oil (concrete or other suitable material)
Carbon Monoxide Alarm
- A carbon monoxide alarm must be installed in any room containing an oil-fired appliance
- The alarm must comply with BS EN 50291
OFTEC Registration
- Oil boiler installations should be carried out by an OFTEC registered technician
- OFTEC is the competent person scheme for oil-fired installations
- OFTEC registration allows self-certification of Building Regulations compliance
Practical Compliance Tips
- Specify a condensing oil boiler for all new and replacement installations; the efficiency savings offset the higher purchase cost
- Position the oil tank where it is accessible for refilling by tanker but meets the minimum separation distances
- Install a bund even where not strictly required; it prevents environmental damage from leaks and spills
- Check the tank condition annually; plastic tanks have a typical lifespan of 15-20 years
- Ensure the oil supply pipe is protected from damage and has a fire valve at the point where it enters the building
- Keep the OFTEC certificate, commissioning record, and tank installation details for the building file
- Plan for the potential future transition from oil to a heat pump; consider installing a heat pump-compatible heating system now
