What This Requirement Covers
Approved Document M sets out requirements for bathroom and WC facilities to ensure they are accessible to people with disabilities. The requirements differ between dwellings (M4(1), M4(2), M4(3)) and non-domestic buildings (Volume 2).
Key Requirements
Dwellings - M4(1) Baseline
- A WC must be provided on the entrance storey (or principal storey if the entrance is above ground)
- The WC compartment must be large enough for a wheelchair user to enter and close the door (minimum 1200 mm x 800 mm, with the door opening outwards or sliding)
Dwellings - M4(2) Accessible and Adaptable
- At least one bathroom and one WC must be on the same level as the principal bedroom
- Walls adjacent to the WC, bath, and shower must be reinforced (with noggins or plywood) to support future grab rail installation
- The bathroom must have a clear wheelchair turning space (1500 mm diameter or 1700 mm x 1400 mm T-turn)
- The WC must have at least 450 mm clear space to one side for potential side transfer from a wheelchair
- The bath or shower must be accessible; a level-access shower is preferred
Dwellings - M4(3) Wheelchair User
- A level-access shower (no step or threshold) is required in at least one bathroom
- The WC must have full side transfer space (1000 mm clear to one side)
- Grab rails must be installed (not just provision for future installation)
- A shower seat must be provided
- All sanitary fittings must be at accessible heights
Non-Domestic Buildings
- At least one wheelchair-accessible unisex toilet per floor accessible to the public
- Minimum dimensions: 2200 mm x 1500 mm (corner layout) with the door opening outwards
- The WC must include horizontal grab rails, a vertical grab rail, and an emergency alarm cord
- In larger buildings, Changing Places toilets (with hoist and changing bench) may be required
Practical Compliance Tips
- Reinforce bathroom walls for grab rails during construction; it costs almost nothing at the time but is expensive to retrofit
- Specify level-access showers with linear drains in M4(2) and M4(3) dwellings from the outset
- Ensure bathroom doors open outwards or slide, so a person who has fallen inside can still be reached
- Check that the WC seat height is between 430 mm and 480 mm (standard pan height with a slightly higher seat is often needed)
- In non-domestic buildings, ensure the accessible toilet is on an accessible route and is clearly signposted
- Include an alarm pull cord in all accessible toilets, capable of being reached from the floor
- Consider contrasting colours for sanitaryware against walls and floors to aid visually impaired users
