What This Requirement Covers
Approved Document M Volume 2 requires that passenger lifts be provided in multi-storey non-domestic buildings to ensure access for people with disabilities. For residential buildings, M4(2) and M4(3) may require lift provision or at least space for a future lift. Lifts must comply with BS EN 81-20/50 (Safety of lifts) and BS EN 81-70 (Accessibility of lifts to persons including persons with disability).
Key Requirements
When a Lift Is Required
- All multi-storey non-domestic buildings open to the public must provide a passenger lift serving all storeys
- Exceptions may apply to small premises (fewer than 3 storeys, limited floor area) where the principal goods and services are available on the accessible entrance storey
- For residential buildings, a lift is required in blocks of flats served by common parts where there is a storey above the entrance storey
- M4(3) wheelchair user dwellings of more than one storey require a through-floor lift (or space for one)
Lift Car Dimensions (BS EN 81-70)
- Minimum dimensions for an 8-person accessible lift: 1100 mm wide x 1400 mm deep
- Recommended dimensions for a 13-person fully accessible lift: 2000 mm wide x 1400 mm deep (allows a wheelchair user and attendant to turn around)
- Clear door opening: Minimum 800 mm (900 mm preferred)
- Door type: Automatic horizontally sliding doors
Controls and Signals
- Lift controls must be positioned between 900 mm and 1200 mm above the floor
- Buttons must have tactile markings (raised characters and Braille)
- An audible signal must indicate the floor level at each stop
- A visual display must show the current floor level
- An emergency communication system must be provided in the lift car
Firefighting Lifts
- Required in buildings with a floor more than 18 metres above fire service access level
- Must comply with BS EN 81-72 (firefighting lifts)
- Must have an independent power supply and fire service controls
Practical Compliance Tips
- Consult with a lift specialist early in the design to determine the pit depth, headroom, and shaft dimensions required
- Allow for the lift motor room (or machine-room-less design) in the building layout
- Ensure the lift car is large enough for a wheelchair user to enter, turn around, and exit; the minimum car size accommodates a wheelchair but does not allow turning
- Mirror on the rear wall of the lift car allows wheelchair users to see the door and floor indicators
- Programme regular lift maintenance (typically monthly) in accordance with the manufacturer's instructions
- Ensure the lift is available for use from the day of occupation; do not use the lift for construction purposes without adequate protection
- Consider a platform lift as an alternative for small level changes (up to 2 metres) where a full passenger lift is not practicable
