What This Requirement Covers
Approved Document M and BS 8300 (Design of an accessible and inclusive built environment) set out the requirements for accessible car parking spaces in new residential and non-domestic developments.
Key Requirements
Residential Developments
- M4(2) dwellings: A parking space of at least 3300 mm x 6000 mm (allowing for door opening and wheelchair circulation)
- M4(3) dwellings: A parking space of at least 3600 mm x 6600 mm (to accommodate a side-loading wheelchair vehicle)
- The space must be within 15 metres of the dwelling entrance on a level or gently sloping route
Non-Domestic Developments (BS 8300)
- A minimum of 5% of total parking spaces should be designated for disabled users (with a minimum of one space)
- Each space must be at least 3600 mm wide (or 2400 mm with a 1200 mm hatched zone on each side)
- Length: At least 6600 mm (to accommodate rear-loading vehicles)
- Spaces must be on a firm, level surface (maximum 1:60 gradient)
- Located as close as possible to the building entrance, with a level or ramped route
Signage and Markings
- Accessible spaces must be marked with the international accessibility symbol (wheelchair symbol)
- The surface must be clearly marked with hatched zones
- Signage at the entrance to the car park should indicate the location and number of accessible spaces
EV Charging
- Under Approved Document S, accessible parking spaces in new developments must also be provided with EV charging infrastructure
Practical Compliance Tips
- Plan accessible parking locations at the design stage to ensure the shortest possible route to the entrance
- Ensure the hatched transfer zone is on the side of the space nearest to the building entrance
- The route from the space to the entrance must be level or have a suitable ramp; do not rely on the road surface
- Provide adequate lighting for safety and wayfinding
- Consider the needs of people who transfer from both sides of the vehicle; some users need the transfer zone on the driver's side, others on the passenger side
- Include accessible spaces in the property marketing and management information
- Do not allow non-disabled vehicles to park in accessible spaces; enforcement measures may be needed
